A construction management plan to discharge your condition, from £519
Your decision notice says no work starts until a construction management plan is approved. We write it for your site: access, deliveries, hours, noise and dust, on the council’s own form where it publishes one. From £519, no VAT to add.
- From £519, no VAT to add
- On the council’s form where it has one
- Complex sites quoted in writing
What does a construction management plan cost?
The fee starts at £519, with no VAT to add. Send us your decision notice and we confirm the fixed fee for your site in writing before we begin. We write the plan to meet your planning condition, on the council’s own template where it has one. For a basement on a tight street or a large scheme, we say so at the start and quote the extra work in writing.
Structural calculations, engineering design and formal inspections are provided only through an appointed professional, such as a structural engineer or a building control surveyor. These reports do not replace them: where a report finds something that needs one, it says so and names the kind of professional to appoint.
What is in the plan
- A plan written to the exact wording of your planning condition, with the council’s template completed where it has one
- Site access and lorry routes, delivery arrangements and where vehicles wait
- Working hours, and the measures to control noise, vibration and dust
- Waste handling and storage, and how neighbours are told what is happening
- A covering note listing what your contractor must add or sign, and which licences you will still need
What is a construction management plan, and why does a condition ask for one?
It is the written plan of how the building work will affect the street, and how that will be controlled. Councils attach it as a condition when the site is tight, the neighbours are close or the works are heavy. Until the council approves it, you cannot start.
It is not the contractor’s health and safety plan. That is a separate document the contractor draws up under the CDM Regulations (regulation 12). Yours is for the council and the neighbours; theirs is for the workers.

Does your council have its own template?
Some do. We opened three. Kensington and Chelsea has a question-based form that it asks you to use to help discharge a condition. Westminster publishes example templates for basement sites and for Level 1 and 2 sites. Islington has a pro forma with community liaison, transport and environment sections.
Other councils set their own requirements, and we have not named them because we have not checked their current pages. Send us your decision notice and we open your council’s page before we quote.

Other names for the same document
Conditions use different words. A construction environmental management plan, a waste management statement, an outline construction method statement and a construction logistics plan are all asked for under planning conditions, and on a small site one plan can cover the lot.
Read the condition. If it asks for several, we tell you which one plan can serve and what the council might still want separately, such as a demolition method statement, which the demolition contractor usually writes. Large logistics plans and complex sites take more work, and we quote that in writing before we start.

Where our plan stops
We write the plan for the condition. We do not appoint your contractor, and the plan does not replace their duties under the CDM Regulations; the client must see that a construction phase plan is in place before work starts (regulation 4). Structural calculations and engineering design come only through an appointed professional.
Once the contractor has added their detail, we can submit it for you through discharge of conditions. The council has eight weeks to decide unless you agree longer (article 27). The wider range is in the builder’s and construction reports hub and the reports index.

- Kensington and Chelsea’s construction traffic management form recommends that neighbours get a minimum of two weeks to respond before the plan goes to the council. RBKC, CTMP pro forma
- Licences still needed
- Kensington and Chelsea says approval of a construction traffic management plan does not remove the need for highways licences and other approvals. RBKC, CTMP pro forma

- Westminster publishes an example construction management plan template for basement development sites, which runs to 22 pages, and a separate 31-page example for Level 1 and 2 sites. Westminster, Code of Construction Practice documents
- 31 pages
- Islington’s Construction Management Plan pro forma has sections for community liaison, transport, highway interventions, environment and mental health training. Islington, Construction Management Plan pro forma

- The council must decide an application to discharge a condition within eight weeks, or a longer period agreed in writing. Development Management Procedure Order 2015, article 27
- Written agreement
- A pre-commencement condition may not be imposed without the applicant’s written agreement, subject to listed exceptions. gov.uk, Use of planning conditions

Construction management plan questions
Do I need a construction management plan for my extension?
Only if your decision notice has a condition asking for one. Read the conditions list on your decision notice.
Can I start work before it is approved?
Not if the condition says no development starts until it is approved. Check the wording, and talk to us before you book a start date.
Does the plan replace my builder’s health and safety plan?
No. The contractor draws up the construction phase plan under CDM 2015. Ours is for the planning condition.
Is £519 the final price?
It is the starting fee. We confirm the fixed fee for your site in writing before we begin. Complex sites are quoted separately in writing.
Does approval of the plan mean I do not need licences?
No. Highway licences and parking suspensions are separate. Kensington and Chelsea says so on its form, and other councils will have their own rules.
