What does a lawful development certificate pack cost in Bromley?

We charge £539: £389 for the drawings, forms and submission and £150 for the survey, with no VAT to add. Bromley Council’s certificate fee is paid to the council.

What the Bromley price covers

  • A survey with photographs, which Bromley makes mandatory on every certificate application
  • A site location plan edged in red with a north point
  • Floor plans and elevations of every visible side, with key dimensions
  • Roof plans where the roof changes, with dormer height, width and depth
  • The CIL form, which Bromley asks for on all certificate applications

Proposed or existing: Bromley’s two forms

Bromley’s proposed checklist says that if the application form states the works have started, even if not complete, the form and fee are wrong and the application is invalid, because it would be an existing certificate (Bromley proposed checklist). The existing checklist adds that the date the use or development began must be completed and that the grounds must match what is applied for (Bromley existing checklist).

For existing works that are evidence-based, meaning in place more than 4 or 10 years, plans are not necessarily required but may help the officer.

What the plans must show

Both checklists make photographs, a red-edged location plan and the CIL form mandatory. Elevations of every visible side are required, including sides attached to a neighbour on a semi-detached or terraced house, and the overall height of extensions rather than only the height to the eaves.

For dormers, Bromley wants the height, width and depth, and any additional height if the roof is raised. The Petts Wood direction removes Classes B and C across its whole area, in force since 19 July 2022 (Bromley Article 4), so a certificate for a loft dormer there would be refused. For example, a Petts Wood owner should apply for permission instead.

Constraints and timing

Bromley has 47 conservation areas (Bromley conservation areas), and a certificate cannot confirm permitted development where it has been removed. Bromley decided 1,063 of 1,179 householder applications inside 8 weeks in the year to June 2026; certificates are separate, and we cannot promise a date. We check your pack against both validation checklists before it goes in.

Bromley certificate questions

Which Bromley form do I use if building has begun?

The existing form. Bromley says works that have started, even if not complete, count as existing, and a proposed form that says so is invalid.

Do I need plans for an old extension?

Not always. For evidence-based cases in place more than 4 or 10 years, Bromley says plans are not necessarily required but may help.

Can I get a certificate for a dormer in Petts Wood?

No right exists to certify there: the direction removes Classes B and C across the area, so you need planning permission.

What does Bromley need besides drawings?

Photographs, a location plan edged in red, the CIL form and the fee.
