What Redbridge says a certificate is

Redbridge describes a lawful development certificate as a statutory-fee application in which it looks at your proposal and tells you whether the plans are permitted development. You do not need to do this, but it can help with peace of mind and house records. It is a technical assessment against the permitted development criteria only, and the council would not send letters or notify neighbours (Redbridge permitted development).

The page adds that if you do not submit a certificate, your work is carried out at your own risk, and if it breaches the criteria it may face enforcement action. For example, a loft dormer built without a certificate and later found to be a few centimetres over the volume limit is the risk the council describes.

Special conditions, CIL and timing

For a conservation area, a listed building or a property with an Article 4 direction, Redbridge encourages a duty planner conversation or a certificate application. It has 16 conservation areas (Redbridge conservation areas). Permitted development still needs building regulations, and CIL can be owed on more than 100 m2 of new floor area even when no permission is required.

Redbridge decided 680 of 706 householder applications inside 8 weeks in the year to June 2026; certificates are separate and we cannot promise a date. We draw the pack to pass validation first time.
