What Croydon lists for a certificate

Croydon’s local validation list names lawful development certificates among the most common other applications. It says to submit a site plan, existing and proposed floor plans and elevation drawings where external alterations are proposed, plus a CIL additional information form, and for roof extensions a calculation of the proposed roof space volume (Croydon list).

Where the certificate seeks to establish lawful use, it says legislation and guidance put the onus on the applicant, so detailed evidence should go in, such as statements, tenancy agreements, bills and Council Tax records.

Where a certificate is the wrong tool

In the Chatsworth Road conservation area the Article 4 direction removes the right to extend or alter the house, so a certificate cannot confirm permitted development there (Chatsworth Road direction). For example, a rear extension on a Chatsworth Road house needs a planning application. Elsewhere, Class B and Class A limits decide whether a certificate is available.

Timing and conservation areas

Croydon has 21 conservation areas (Croydon conservation areas), with Article 4 directions in Chatsworth Road, The Waldrons and Kenley Aerodrome. Croydon decided 502 of 527 householder applications inside 8 weeks in the year to June 2026; certificates are separate, and we cannot promise a date.

Croydon certificate questions

What does Croydon want for a loft certificate?

Plans and elevations, a CIL form and a calculation of the proposed roof space volume.

What evidence shows a use is lawful?

Croydon names statements, tenancy agreements, bills and Council Tax records.

Can I get a certificate for an extension in Chatsworth Road?

No. The Article 4 direction there removes the right, so it needs planning permission.

Is a certificate the same as planning permission?

No. It is proof the works are lawful, normally because they are permitted development.
