Proposed or existing: Greenwich’s two lists

For a proposed certificate Greenwich lists as national requirements the form, location plan, fee and evidence that the works are lawful. It suggests a block plan, existing and proposed elevations, floor and roof plans, sections, and proposed volume calculations for roof extensions (Greenwich validation list).

For existing works the suggested set is pre-existing and current elevations, floor plans and sections, plus council tax bills, utility bills, tenancy agreements and sworn affidavits. The council says that if the suggested items are missing it may be difficult to assess the application.

Article 4 and the limits of a certificate

Royal Greenwich lists eight Article 4 areas, most of them in conservation areas (Greenwich Article 4 areas). In Shrewsbury Park’s Laing Estate, for example, an extension of any size and a dormer or rooflight need permission (Shrewsbury Park note), so a proposed certificate cannot confirm them.

The list also notes that a certificate cannot be issued for retrospective works to a listed building. Greenwich decided 469 of 495 householder applications inside 8 weeks in the year to June 2026; certificates are separate and we cannot promise a date.
