Why Kingston recommends a certificate

Kingston’s conservation area guidance says that if you think your building works can be done under permitted development, you should apply for a Lawful Development Certificate. It is not compulsory, but it gives proof the work is lawful, and not having one could lead to legal difficulty, for example when selling the property (Kingston guidance).

That is the buyer’s solicitor’s question in practice. A certificate in the deeds folder answers it years later, which a builder’s verbal assurance does not.

Drawings the Royal Borough expects

Kingston’s fast-track page asks for drawings to a conventional metric scale with a scale bar and key dimensions, a title box on each sheet, and existing and proposed drawings on separate PDFs, ideally side by side at the same scale. Its example descriptions include a proposed certificate for a single storey garden outbuilding (Kingston fast-track).

The householder validation list adds national and local items for planning applications (Kingston list). We draw certificate packs to the same standard so the case officer does not have to ask twice.

Article 4, conservation areas and timing

Kingston has 26 conservation areas covering 9.4% of the borough. It lists three Article 4 directions, none on house extensions or roofs (Kingston Article 4). A certificate for works inside a conservation area still has to meet its limits, such as those on side extensions.

The Royal Borough decided 593 of 638 householder applications inside 8 weeks in the year to June 2026. Certificates run separately and we cannot promise a date.
