When Wandsworth says to seek a certificate

Wandsworth’s conservation area FAQ says changing the windows and doors of an unlisted house is permitted development, as long as the new materials look similar to the original and the glazing pattern and style match. Where there is doubt, it recommends a Lawful Development Certificate as proof that your household building work is lawful (Wandsworth conservation areas FAQ).

For example, swapping timber sashes for double-glazed timber ones with the same bars and horns is the sort of change a certificate can confirm, while plastic-looking frames in place of crittal windows are, in the council’s words, not likely to be acceptable. Flats and houses converted to flats have no such rights at all.

Article 4 estates in Wandsworth

The FAQ also says a household in a conservation area with an Article 4 direction must always seek planning permission. Wandsworth lists eight of them: Dover House Estate, Heaver Estate, Latchmere Estate, Putney Lower Common, Roehampton Village, Shaftesbury Park Estate, Totterdown Fields Estate and Wandsworth Common (Wandsworth Article 4).

A proposed certificate cannot confirm what an Article 4 direction has taken away. We check your address first, so you do not pay for a certificate that would be refused.

Validation and timing

Wandsworth publishes a local validation checklist, dated July 2026, that every application is read against (Wandsworth checklist). A certificate pack that matches its drawing and scale requirements is less likely to be returned.

Wandsworth decided 597 of 657 householder applications inside 8 weeks in the year to June 2026; certificates run on their own clock and we cannot promise a date.

Wandsworth certificate questions

Do I need a certificate to replace my windows in Wandsworth?

Not always. Like-for-like replacement on an unlisted house is permitted development, but Wandsworth recommends a certificate where you are in doubt.

Can I get a certificate in an Article 4 estate?

Not for works the direction controls. Those need planning permission, and we say so before you pay.

Does this cover a flat?

No. Wandsworth says flats and houses converted to flats have no permitted development rights for windows and doors.

How fast does Wandsworth decide?

It decided 597 of 657 householder cases within 8 weeks last year. We cannot promise a date for a certificate.
