What Camden says about certificates

Camden’s guidance says it strongly recommends a lawful development certificate and formal confirmation from the council that a proposal is lawful under the GPDO and planning permission is not required. It also says certificates should be applied for electronically (Camden Home Improvements CPG).

For example, an owner of a house in a non-conservation street planning a rear garden room can hold that confirmation when selling, rather than rely on a builder’s assurance.

Where a certificate will not work

Camden counts 39 conservation areas covering almost 50% of its land. Properties there keep only some permitted development rights, and dormers are permitted development only outside them. Article 4 directions in some areas remove further rights, such as for rooflights (Camden Home Improvements CPG).

We check the address first so you do not pay for a certificate that would be refused. Camden decided 129 of 212 householder applications inside 8 weeks in the year to June 2026; certificates are separate and we cannot promise a date. The guidance also says an application needs existing and proposed drawings plus the supplementary documents on the council’s website, which is the validation list we draw to.
