Existing or proposed: what Harrow asks for

Harrow’s checklist sets out a certificate of lawfulness (existing) under section 191 and a certificate (proposed) under section 192. For works already built it lists existing floor plans and elevations, an existing site survey plan, supporting information such as sworn affidavits, photographs and a planning statement (Harrow checklist).

For a proposal it lists existing and proposed floor plans and elevations, existing and proposed site sections, a site survey plan and a planning statement. For example, an owner planning a rear extension under permitted development would be on the second row, while one who built a garden room years ago would be on the first.

Fee and CIL on a Harrow certificate

On the same checklist the fee for a proposed certificate is 50% of the application fee, and the CIL form is marked as needed where the development is clearly greater than 100 m2 in area. The existing-works row carries the application fee in full.

The Mayor’s levy only bites on larger schemes, so most householder certificates owe nothing. We tell you early if yours could be over the line.

Article 4 and conservation areas in Harrow

Harrow has 30 conservation areas (Harrow conservation areas). In Pinner the council’s table marks an Article 4 direction for five of them (Pinner table), and five more on Harrow on the Hill (Harrow on the Hill table).

A proposed certificate cannot confirm permitted development where those rights have been removed. For example, a loft dormer in Mount Park Estate would need an application rather than a certificate, so we check the address before drawing.

Harrow decided 657 of 695 householder applications inside 8 weeks in the year to June 2026. Certificates are separate and we cannot promise a date.
