Ealing’s roof controls, area by area

Ealing’s Article 4 page lists what each direction removes (Ealing Article 4). In Bedford Park, Churchfields (Half Acre Road) and Ealing Town Centre (The Grove) the list includes “the enlargement of a dwelling house consisting of an addition or alteration to its roof”, which is the Class B right. Bedford Park and The Grove add “any other alteration to the roof”.

The Hanger Hill (Haymills) list goes further on rooflights, naming “alteration to roof slopes to include rooflights and the replacement of roofing materials”. For example, a loft that relies on rooflights alone in Hanger Hill (Haymills) still needs an application.

Why the application type matters in Ealing

Ealing says an application is not valid until the right documents and the fee are in, and that picking the wrong application type makes it invalid (Ealing applying). For a loft, the choice is between a certificate under Class B and a householder application.

If the council asks for more and hears nothing for 28 days it returns the application and keeps a £45 administration fee (Ealing invalid applications). We reply to requests the day they arrive.

Timing and levy

Ealing decided 407 of 424 householder applications inside 8 weeks in the year to June 2026.

Ealing’s CIL from 1 March 2026 is £300 per square metre in Central Ealing and £150 elsewhere (Ealing CIL schedule). A loft that stays within the existing roof adds no new building footprint.

Ealing loft questions

Can I add rooflights in Hanger Hill (Haymills)?

Ealing’s direction there lists alterations to roof slopes, including rooflights, among the works that need permission, so plan for an application.

Is a dormer allowed in Bedford Park?

Its direction names roof additions and any other roof alteration, so it needs planning permission.

What happens if I pick the wrong application type?

Ealing says it makes the application invalid. We choose the type after checking your address.

How long does Ealing take?

It decided most householder cases within 8 weeks last year. We cannot promise a date for yours.
