The Becontree Estate Article 4 directions

On 11 November 2025 the council’s Cabinet approved two Article 4 directions for the Becontree Estate: one removes permitted development for porches on every property, the other for side and roof alterations on corner blocks. They are non-immediate and due to be introduced in November 2026 (Barking and Dagenham Article 4).

Neither names rear extensions, so Class A is unchanged at the back. The council also says residents can in many cases make alterations and extensions larger than permitted development allows by following its Design Code. For example, a corner house wanting a side-and-rear wrap needs permission for the side part from November, so we draw the whole thing as one application.

What the validation list asks for

The householder checklist asks for elevations and floor plans at 1:50 or 1:100, a roof plan wherever a roof is created or altered, and site sections and levels where a change is proposed. A Design and Access Statement is needed only where any part of the house or its curtilage is in a conservation area. Schemes of 100 m2 or more of new floor space also need the CIL forms (Barking and Dagenham checklist).

The council decided 351 of 351 householder applications inside 8 weeks in the year to June 2026.

Barking and Dagenham rear extension questions

Do the Becontree Article 4 directions stop a rear extension?

Not on their face. They cover porches and side and roof alterations on corner blocks, and a rear extension is neither.

When do they start?

The council says they will be introduced in November 2026 to give residents time to prepare.

Do I need a Design and Access Statement?

Only if the house or its curtilage is in a conservation area, per the checklist.

How fast does the council decide?

It decided 351 of 351 householder cases within 8 weeks last year. We cannot promise a date.
