Forty of Islington’s 42 conservation areas

Islington says it has removed permitted development in 40 of its 42 conservation areas with an Article 4 direction, so minor alterations such as changing external doors and windows or painting brickwork may need permission, and its interactive map shows which areas are covered (Islington permitted development). The Article 4(2) directions are made after consultation, where further control is desirable to preserve an area (Islington conservation areas).

Islington’s wording on the Article 4 pages is about minor alterations. Rear extensions are tested by each area’s own design guideline, which is where the real limit sits.

One area in detail: Highbury Fields

The Highbury Fields guidelines say full-width rear extensions higher than one storey, or half-width ones higher than two storeys, will not normally be permitted unless no harm to the area’s character is shown. Rear extensions must be subordinate to the main building’s mass and height, and side extensions are permitted only on properties in a listed schedule (Highbury Fields guidelines).

For example, a single-storey kitchen extension to a Highbury Place terrace can be argued on its merits, while a two-storey full-width one starts with the guideline against it. Other Islington areas have their own wording, so we read yours. Islington decided 142 of 146 householder applications inside 8 weeks in the year to June 2026, and we draw the extension as the case officer will assess it so the pack passes validation without a query.
