What conservation area status adds in Lewisham

Lewisham says planning permission is needed for certain external works to a house in a conservation area, on top of the usual permitted development limits. Its list includes house extensions to the side, house extensions to the rear greater than single storey, cladding, any addition or alteration to the roof, and a garden building to the side of the house (Lewisham conservation area works).

A single-storey rear extension is therefore still governed by Class A in many conservation areas, unless a direction applies. Lewisham also requires a heritage statement with any application affecting a conservation area building, which we check at validation. Flats and subdivided houses have no permitted development rights at all.

Lewisham’s Article 4 directions

Lewisham applies Article 4 directions to named streets and conservation areas, and publishes 27 direction documents, among them Brockley, Culverley Green, Hatcham, Ladywell, Telegraph Hill, Sydenham Thorpes and four in Blackheath. They apply only to houses in use as a single dwelling, and under them external changes to elevations visible from public viewpoints need permission (Lewisham Article 4).

For example, a rear extension on a Telegraph Hill house that cannot be seen from the street is judged differently from one on a corner plot where the back is on show, so we map what can be seen from public viewpoints. Lewisham decided 393 of 413 householder applications inside 8 weeks in the year to June 2026.

Lewisham rear extension questions

Does a Lewisham conservation area stop a single-storey rear extension?

Not by itself. Lewisham lists side extensions and rear extensions above one storey as needing permission, but an Article 4 direction may add more.

What does an Article 4 direction change?

External changes to elevations visible from public viewpoints need permission, for houses used as a single dwelling.

Do I need a heritage statement?

Lewisham’s legislation note says applications affecting heritage assets, such as buildings in conservation areas, need one.

How fast does Lewisham decide?

It decided 393 of 413 householder cases within 8 weeks last year. We cannot promise a date.
