Where Waltham Forest’s Article 4 directions apply

The council’s Article 4 list covers Chingford Green, Forest School, Leytonstone, Orford Road, Ropers Field, Thornhill Road, Woodford Green, Browning Road and Walthamstow Village. It applies to single dwelling houses, and says you may need planning permission for a proposal in those areas; flats and commercial properties have no permitted development rights at all (Waltham Forest conservation areas).

That leaves other parts of the borough, such as Lloyd Park or Bakers Arms, where Class A can still apply within its limits. For example, a rear extension on a Walthamstow Village terrace begins as an application, while one on a house outside any listed area starts from the permitted development tests.

Pre-application advice and timing

The council’s householder advice service costs £335 (the council’s own price), with a formal written reply taking up to eight weeks, or a 20-minute informal online appointment. It asks for a site plan at 1:1250 and photographs of the front, sides and back, looking down the garden if appropriate (Waltham Forest advice service).

The council says it cannot tell you that a proposal needs no permission, and points to a lawful development certificate. We prepare the pack to pass validation first time. Waltham Forest decided 585 of 649 householder applications inside 8 weeks in the year to June 2026.
