Richmond’s street-by-street Article 4 directions

Richmond’s Article 4 page says homes under a direction need planning permission for changes that would otherwise be permitted, and lists the works as including extensions and additions, new doors and windows, painting and rendering brickwork and removing chimneys. It adds that any home in the borough can be subject to a direction (Richmond Article 4).

Directions are listed by street and conservation area, such as Archway Street, Beards Hill, Bellevue Road and Beresford Avenue. Outside a direction, a two-storey rear extension in any conservation area still falls outside Class A. For example, a single-storey rear extension in a street with no direction may need only a certificate.

What Richmond asks in the pack

Richmond’s local list asks for a block plan, site sections and levels, roof plans, and floor plans and elevations (both existing and proposed) at 1:50 or 1:100, with 1:20 detail for doors and windows in a conservation area (Richmond checklist). A heritage statement is required where an application affects a designated or non-designated heritage asset or its setting, and a CIL additional information form is on the householder list.

For householder cases where the external materials are not altered the council says a Reasonable Exception Statement is generally appropriate; an extension does alter them, so we confirm which fire statement fits.
